This is not a translation of any kind.  The purveyor simply wrote a computer program to replace some English words in the World English Bible in a one-to-one fashion with some Klingon roots from a dictionary, without regard to the (rather complicated) official grammar of Klingon, which is highly aggluninative and used a word order exactly opposite to English.
